SSH not installed after restart

I'm having a problem that I hope is something simple but right now I can't get openssh to reinstall after restart.  Can anyone point me in the right direction?  I am going in to pckg manager and installing openssh every time I restart my server. It seems like most other packages are working as expected... ALso, please let me know if you need other information than my syslog.

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
