vsftpd question for blocking access

I would like to allow a user to only have access to the /mnt/user/ directory and not the ability to move up and view /mnt/disk or the system files. can someone advise how to do this?

 

also how do i restart vsftpd without restarting the entire server? seems like the default does not work

root@SERVER:/# /etc/init.d/vsftpd restart

-bash: /etc/init.d/vsftpd: No such file or directory

 

 

local_root=/mnt can be changed in /etc/vsftp.conf but his will effect all ftp users.
