My Windows 7 machine would always have the wrong time when booting up and rebooting even after setting it.

 

Creating the following registry key in Windows fixes this.

 

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation] "RealTimeIsUniversal"=dword:00000001
