Intel Turbo Mode and Xen

So I've enabled turbo mode via xenpm set-scaling-governor performance

 

However I want this to be enabled on every boot and this is not working: /opt/xensource/libexec/xen-cmdline --set-xen cpufreq=xen:performance  Because the path does not exist.

 

Is there a boot option like for memory to set this?
