What apps or plug-ins get to boot up first upon restart of unraid?

My setup doesn't  have a cache drive.  I noticed upon restart,  it prioritizes other plug-ins, such as couchpotato,  unmenu,  etc,  but unraid management page itself is the last to come back up.

 

Is there any way to prioritize this so I can access it asap?

 

Without the management page up yet,  do I get to access the array?

 

Does this mean if I install plug-ins in an ssd cache drive,  unraid (on thumb drive)  will boot a lot faster,  then apps in ssd cache drive will follow next?
