Dom 0 is the physical host. No you cannot reboot one without the other.

Dom 0 is the physical host. No you cannot reboot one without the other. From what I recall, Linux has options to be able to load a new/different kernels in without doing a reboot. I haven't used it nor done research into it so can't provide more details at this time.
