I have a friend who after seeing my unRaid server wants one. She doesnt have a ton of requirements but Id prefer to keep it on the cheaper side. SATA connections I'm only thinking 4. While 6 would be nice with the size of HDDs now she could hit 18TB + 6TB parity (currently only has ~3TB of data)

I would go with 804 case this allows for 12 hard drives making the build future proof. There are many quad core cpus from amd with 25watt draw athlon and semptron. You can buy p410 raid card for $30 and use it as jbod.

Look the HP Microservers. 4 hot swap bays and you can get them for under $200.
