AMD CPU not throttling down

I have a  2.6 GHz AMD Athlon II X4 CPU in a  ASUS M4N68T-M-V2 motherboard. Dashboard shows my CPU always at 2600 MHz. CPU utilization flucuates as expected. I checked the bios and "Cool and Quiet "is enabled.    Any suggestions?

Same here on a Xeon E3-1225v3.  3600MHz flat out all the time.

I have a AMD Phenom II X3 710 2.6 GHz Triple-Core

 

I see all three cores moving between different frequencies as needed.  For me it seems to be working.

Are you running 6b12, and are you using any Dockers?

 

I'm wondering is Docker making it run the CPU full speed all the time?

 

Stopping my Dockers doesn't help, it's still flickering between 3.2GHz and 3.6GHz on all 4 cores.

Working perfectly on the AMD machine for me now.  Didn't work on the Haswell Xeon.

running 6b12, running 5 or 6 dockers.

I also have this issue. The system goes to 100% CPU and I have to power cycle it to get it back. Zero Dockers are installed. I was happening every few days, now it is every day.
