error in syslog: emhttp: main: can't bind listener socket: Address already in us

I can't access the webportal and my shares load but only the top level hierarchy before erroring out (cannot navigate shares). I checked syslog and found "emhttp: main: can't bind listener socket: Address already in use". What would be using the address? My network doesn't have any other devices using this ip address. I've tried rebooting the server to no avail. Any ideas?
