Notification Settings can't be saved

I try to change some of the Notification Settings but it won't save the settings,  when I hit Apply it just revert back to the old setting.  please help

    yes, samething,  so i guess i have to reformat the flash disk?

    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
