plugin or docker that will allow viewing of thumbnails

I can access my files over FTP via a VPN setup, i cant seem to preview pictures as thumbnails though, i think this may be becasue windows for example needs to have a copy of the image locally to be able to generate a thumnail..is there a plugin or docker (preferred), that will run on the server as a means to server thumbnails
