Unable to change user description field w/o first click and unclick delete

Just found what appears to be a bug at first.  I installed FTPPro and tried to edit the user description field per their instructions.  Changing contents of the field did not make the Apply button active.  Click and unclick the delete checkbox and then changes to the description field are now appliable.

 

Then I found that as soon as you click outside of the box, then the APPLY button becomes active.

 

So the real problem is a user knowledge problem.  Suggest you put an instruction on the edit user page indicating that you have to move outside of the field to affect changes to either id or description.
