How can I get this allocation behavior?

I have one big user share for all my media directories. When I copy a movie to Movies/Action, I want that movie to go to an existing Movies/Action directory on one of my disks, then create the Movies/Action directory on some other disk if there isn't any space in any existing directory on some disk. How can I get this behavior?

 

Most-free will create a lot of directories on a lot of disks if I copy a lot of action movies to the share. High-water is a little better, except that it doesn't prefer existing directories over creating new ones--resulting in Action/Drama/etc all being on the current high-water drive. Fill-up has the same problems as high-water.
