So I have the following.

  TWO Six-Core AMD Opteron 2419 EE @ 1800 = 12 cores

my first VM is

  <vcpu placement='static'>7</vcpu>

  <cputune>

    <vcpupin vcpu='0' cpuset='0'/>

    <vcpupin vcpu='1' cpuset='1'/>

    <vcpupin vcpu='2' cpuset='2'/>

    <vcpupin vcpu='3' cpuset='3'/>

    <vcpupin vcpu='4' cpuset='4'/>

    <vcpupin vcpu='5' cpuset='5'/>

    <vcpupin vcpu='6' cpuset='6'/>

  </cputune>

  <resource>

Unraid is left the Number 7

and second VM has

  <vcpu placement='static'>4</vcpu>

  <cputune>

    <vcpupin vcpu='0' cpuset='8'/>

    <vcpupin vcpu='1' cpuset='9'/>

    <vcpupin vcpu='2' cpuset='10'/>

    <vcpupin vcpu='3' cpuset='11'/>

  </cputune>

The issue is the first VM will only see 6 VPUs!

I am able to pin 7 VCPUs in my Windows 8.1 VM on 6.0.1.  In the VM, task manager shows 7 virtual processors.  My processor is an Intel Xeon E5-2620v3 - 6 cores (12 w/ hyperthreading).

I wonder if your issue is related to pinning VCPUs from separate processors .  I would be curious to see what would happen if you tried pinning 3 VCPUs from each processor (i.e. cores 3,4,5,6,7,8).

Thats what i think, KVM wont let you pin from separate CPUS?
