USB WiFi Adapter Cannot Start (Windows 7)

When I run my Windows 7 VM, and passthrough a USB WiFi card (or a USB flash drive for that matter), I get a "the device cannot start (code 10)" error in device manager. Even when I change the value "managed" from yes to no in the XML below, the device behaves the same and returns the same errors. Any ideas on what the cause may be?
