Delayed IP assignment on VM boot with network bridge

I currently have a dual Intel NIC card, and I have created a bridge (in0) which is bound to the second port (eth1). The first port (eth0) is used for unRAID adminstration.

I then proceeded to create a ubuntu VM with the manager and assigned it the in0 bridge. The ubuntu VM is set for static ip. What I'm noticing is that *sometimes* the ubuntu VM takes 10~15 seconds to acquire its IP address and other times, it's immediately after boot. I have some network shares in the fstab and they seem to be failing to mount when this happens.

root@Tower:~# brctl show
bridge name	bridge id STP enabled	interfaces
docker0 8000.06b0e2381974	no veth200632c
in0 8000.00110a152564	yes eth1
						        vnet0

The bridge is created on boot in the go file with:

brctl addbr in0
brctl stp in0 on
brctl addif in0 eth1
ifconfig eth1 up
ifconfig in0 up
