Is having the VM image on the cache drive the wrong place to host it? If the VM is off, the mover would move the VM out of the cache drive at the scheduled time.

    Put your VM images into a cache-only share and that won't happen.  Storing it on the cache drive is also going to give you far, far faster writes to the image than if it was stored within the array.
