Owncloud External Access Issues

So I have Owncloud setup and running.  I can access the admin page through an external web browser, but cannot access the server though the android app.  It just says that the server timed out or there was an unknown error.  Anyone have any thoughts on external access through the mobile app?  Also, I have my router forwarding the internal IP and port 8000 so that does not appear to be the problem.  It might help to see an example config.php to make sure I am on the right path.

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
