Successful powerdown, pulled a 3TB disk and put in a precleared 4TB disk, started unraid (no kb or monitor attached).  Done this many times in the past.  Sometimes the webserver takes 10-15 minutes to respond (!) but right now I'm at 30+ minutes and no webserver.  emhttp is started, and I can browse shares.  I've tried to manually kill and restart emhttp, no luck.  So right now the server is in a bad state, and I can't correct it.  Running the latest v5 release.

 

Any advice?

You cannot restart emhttp on unraid 5+.  I'm mobile, so you'll need to search for unraid 5 manual shut down
