Hard to gauge what's low vs. high usage because everyone's hardware is different and their load is different. Unless you're having a problem, I wouldn't worry about it.

So is it pretty much maxing out whatever cpu it is given, even when not being used?
October 24, 201510 yr I had a similar issue with my Win10 VM using 20% cpu when idle with nothing running. I used this fix and now my CPU use at idle is under 5%. http://winsupersite.com/windows-10/show-me-tips-causing-high-cpu-utilization-windows-10 It worked for me but YMMV.

He does npt run windows 10, but an Openelec VM
October 28, 201510 yr Author Yeah its the openelec VM. Jon, did i read somewhere that hardware acceleration is disabled for AMD cards in this VM? Could that be the cause of the cpu usage? i.e its simply displaying the Kodi interface that uses all of the CPU?

It's really hard to troubleshoot this right now because OE is still in beta (I'm honestly a little shocked it's taking them this long to get to 6.0 final, but I know that's probably pot calling kettle black there ;-). If you have an NVIDIA GPU around, you could try a quick swap to see if it has an impact.
