I want to know what would you recommend for a case, Tower only, that can hold the maximum number of HDDs (via HDD bays).  I'm not looking for a rackmount case.

12 5 1/4" bays and buy multiple 5n3 IcyDock devices.

 

That gives you 20 drives with the ability to Hot swap drives and quick/fast access to the disks when they fail.

The specs are misleading, there are 10 external slots and with 5in3 drive cages you can get 15+1=16 drives.

The Lian-Li D8000 is "THE" case to get if you want a 24-drive setup without using a rack-mount case.
