Just upgraded to 6.1.3 only 4gigs (out of 16gigs) available???

I just did a clean install of 6.1.3 and dashboad (as well as linux) only sees 4gigs (of the available 16gigs - bios registers 16gigs).  Anyone know whats going on?  This is the x64 bit version.
