Disable/Remove plugins without web GUI?

Just moved to new hardware and one of my plugins isn't started which is stopping the web gui from loading. I've booted into safe mode and everything works fine but how can I disable that plugin to get it to boot up normally?

    I'm trying to do that if they're available. That's another issue, having network issues with my Plex docker now. :-/

     

    So Couch started but it takes about five minutes. I have no idea what it's doing so now when ever I restart my array I have to wait five minutes for Couch to start before I can access the web gui.
