I added the URL to my template repositories, but I assume it's missing some files to work with UnRaid. How would I install this to UnRaid so I could control it from the GUI?

I too would like a scumblr docker. The one you linked to is about a year old and not actively maintained. If I find the time, I may put together a docker but the best bet would be to put in a request to the Linuxserver folks. Their dockers are well maintained and uses the same base image. This looks well suited for their realm since I don't have the time to maintain another docker.
