February 14, 201610 yr Drives still spinning after I select spin down . waited close to 20min one ,possible two drive spinning is this normal?

Only the drive where you have the docker.img stored on will be unable to spin down. BUT, Plex may be scanning the drives and reading meta data which will prevent those other drives from spinning down until its finished. Not sure about how drop box works so can't comment there. You can also install the openFiles plugin from community applications to see what programs are actively accessing disks.
