Smart Report for failed drive

How does one download a smart report for a failed drive?  When I try it the report just reads the following:

 

"Smartctl open device: /dev/sdf failed: No such device"

That is what happens if the drive is offline (often due to a cabling issue).    Typically once this happens one has to power-cycle the system to get the drive back online so you can get a SMART report.  If it refuses to come back even after a power-cycle then the drive is definitely failed.
