I'm looking for a short (400 mm) rackmountable case where you mount the drives verticaly like the Backblaze case:

    I really doubt it.  Vertical drives are basically only used in Backblaze's boxes, a variation of which are sold by 45drives.com.

    NORCO RPC-450B fit your idea of "short"? Swap out the front bays for hot swap cages and pretty much done.
