"Array must be started to view Shares" when Array "Started, formatting"

Is it normal to see this when your array is started but formatting a single drive?

 

Array must be started to view Shares.

Array must be Started to manage Docker.

Array must be Started to manage Virtual Machines.

 

I can access all my shares just fine however, I cant access docker or VM settings.
