April 22, 201610 yr 16 of the 19 have between 1-6 raw read errors. They are all connected via 3 SAS cards and Norco 4224 hotswap bays. They just exceeded 4 years "power on" but 99% of the time are spun down. No other errors. Is this something I should be concerned with?

One drive has 3 pending sectors, despite me having wiped it in the past to fix previous pending sectors. Seems like that drive needs to be replaced.

My thought is to replace any drive with pending sectors with a pre-cleared new drive and rebuilt the data on the replacement. Then you can subject the old drive to about three pre-clear cycles and see what the report is after the test is completed. At that point, you can decide whether to keep the drive, pitch it, or ask what other folks think about the results of the pre-clear test.

I have a couple WD Green drives with persistent pending sectors. They never give any other errors, but despite multiple (5+) preclear cycles, long smart tests and dd zero passes the pending sector count stays the same. I pulled them out of my main array, but they seem fine for casual use. I think the smart reporting system can get corrupted or broken so it doesn't reflect the condition of the drive accurately. I consider failure to correctly report worse than many other failure modes, because it can lead to a false sense of security.
