VM edit page shows wrong tooltip

Description: after creating a VM and returning to the template via 'Edit' option, there's still a tooltip present at the bottom of the page, that should be shown only on when the VM is first being created, not during subsequent edits. Refer to the image:

    3. Adjust your preference.
