Need help with VM setup - Windows 10

I am trying to setup Win 10 as a VM, and at the step of the actual install, when I need to enter the license number, if I click "I don't have a product key", which worked on other PCs, I get the following message:

 

"Windows cannot find the Microsoft Software License Terms. Make sure the installation sources are valid and restart the installation."
