I cannot assign my usb keyboard to vm

When I assign my usb keyboard to vm I am getting the following error

 

libusb: error [submit_bulk_transfer] submiturb failed error -1 errno=28

 

any suggestions what should I do? I haven't found any solution other than passing through a usb pci card which I prefer to avoid
