Is there a way to prevent the mover from moving files to a specific drive?  In my case, I have shares that use a SMR drive.  Since the files could of be questionable quality (and therefore replaced with a better quality version in the future) I would rather mover did not write to that (or multiple drives) and instead write the files to my PMR drives.  I'll manually move files to the appropriate disk when I deem the files worthy.

You can exclude that disk from the share using include/exclude disks, all existing share files will still be visible but the mover won't use it anymore, you can still move files there using the disk share.
