If it is the many many different boot screen resolutions while it is booting then yes that is normal.  On a regular monitor you might not see the resolution change but you will see what looks like the screen is flashing.  If you use IPMI in a window (not full screen) you will see the the resolution changes as the IPMI window changes size.  What is even more anoying is that the mouse and keyboard focus changes with each change of the IPMI window.
