I am redoing my VPS and have come across an issue I cannot seem to fix.

 

I have a few services installed on my VPS like sab, CP, Plex, openvpn-as, as well as UFW for firewall.

 

My firewall setting is in photo attached. My issue is, i tried blocking the openvpn-as port 943 from all but 2 specific IP addresses, yet the admin page on IPaddress:943/admin is accessible to all IP's i have tried it from. Thoughts on what I have done wrong here?
