[6.3.1] Can't save user custom images

Description:  Custom images (icons) for user account cannot be saved.

 

How to reproduce:  In the user editor, you can browse to select a PNG for a user's custom image.  The image shows temporarily until you hit the Apply button and then it disappears and is not saved.

 

Expected results: Image should save.  :)

 

Other information: I know this is a minor issue, but I figured I'd report it.  I had a friend who is also running 6.3.1 and he sees the same behavior.
