Does libvirt use the network to connect devices?

Hi All,

By chance does libvirt use the network for usb devices?

My mouse goes laggy when downloading on Steam, but when thinking about it Steam also uses the disk which means PCI devices too.

 

Also if I use CPU-Z I notice that the RAM frequency isn't very stable and no where near my physical RAM's speed. Any ideas?
