Cache not emptying on Mover

I have my media share designated to "Use Cache = No" and my domains folder set to "Prefer". I have 496Gb available from multiple SSDs in the cache. There is at least 100GB of data from media share on my cache device.  I've invoked the Mover multiple times, but the data stays on my Cache. I've shut down all VMs using the media share before invoking the Mover. Why won't the data move the array properly?

    Mover won't touch a cache share with "Use Cache = No" , set it to yes temporarily and run the mover.
