Background: Today i tried to update my Plexmedia Server from Phaze plug-in and that went a little wonky it would not update but it said it did but it would not start. Anyhow at this point my vm's are working. So i decided to reboot the server. it comes back online the plugin is back at the previous version but its started.

That could be normal but i don't know.

doing a little more research it looks like my permission got hosed for plugins docker and kvm.
