Average CPU Load Intermittently Spikes

Just as the title says.  Currently my wife is streaming TV shows on Plex.  I am waiting content via VLC.  Every so often the Average CPU load jumps up to 73%  I have a 4.2 4790K in my server.  Is there a way I can see what is causing the spike?  Is this normal?

 

If any more info is needed please let me know.  

Are you having Plex transcode for your wife's TV shows?  Assuming you have Community Applications installed, try the Resource Monitor for a quick view of your Docker stats.  Beyond that you'd need to be comfortable with the command line... 

Do you have the Cache Directories Plugin running?

I have Trans-coding set to automatic in Plex.  I have community applications installed, but i do not see resource monitor anywhere.
