Can't Install Plugins Anymore - Simplexml_load_file warning

For some reason I've started having a problem which is preventing me from installing (or re-installing) plugins. I've never had this problem in the past, and I'm not sure what could have changed to cause it. I only noticed it after updating to 6.3.5. When I try to install a plug in I get this error message that just repeats indefinitely:

First thing would be try setting static dns addresses of 8.8.8.8 and 8.8.4.4

Start your system in safe mode and retry to install a plugin. It looks like something has corrupted the plugin manager.

So I booted into safe mode and got the same error messages when I tried to install a plugin. Is there a way to reinstall the plugin manager?

I'm not sure if this has any link to the plugin manager error, but I've had my server GUI become inaccessible a few times over the last two weeks. When this has happened I've also been unable to access the server from plex or DLNA, only gaining access through a console telnet connect through which I had to force reboot. This is my system log (or at least the one accessible through the WebUI) after the most recent occurence:

I'm not sure what that final SSL connection error is about. But I figured I'd mention it, in case it is linked to the problems I'm having installing plugins, or if you have an idea of how to address it in general. Thanks.
