With regard to your question in general about performance.  Yes, performance will take a hit but mostly in the things like parity checks, data rebuilds, raw read and write speeds.  But usually these hits are not apparent in the real world side of things where the array is serving up files to a user.  (I assume that you are not going to using unRAID as a transactional database server with tens of users reading and writing to the database!)

 

EDIT: And the performance hit is dependent on more factors than just the rotation speed of the disks.  You could find some 5400rpm disks that are faster than some 7200 rpm disks.
