Windows 10 vm very slow gaming performance with gpu passthrough

I recently setup unraid and I bought a new motherboard for the iommu and  the windows vm runs games at a horrible speed, I have another gpu in the main pci-16x slot for unraid to grab for the gui and the second pci-16x slot has the 750ti for passthrough, both virtualization  and iommu is enabled and unraid reports so in info. I have 8 gb of ram going to both the host and guest of and 6 cores of my cpu to guest and 2 for unraid. My problem is that games run terribly. A game like minecraft will run at 30 or lower frames and I know my gpu can do much greater than that. Whats weird is that in task manager the game is only using around 30% of the processing power available. I installed the virtio 0.1.1 drivers and the latest nvidia drivers from geforce experience. I also have ram leftover according to the webgui of unraid and the task manager of the guest os. Thanks for the help
