GPU passthrough not working, mostly

I am having trouble getting my GPU to work with my VM.  VNC works fine, but I want to output the video to my TV.

My Hardware:

Asrock FM3A88Pro3+ (Radeon R7 graphics)
AMD A8-7600 APU 
16GB RAM
240GB SSD cache
4x 4TB WD Red for array
Second GPU: Radeon HD 5450 in first PCIe x16 slot
TV: Vizio E48u-D0 (4k TV, 48")

 

I'd prefer to have a VM that runs Win7 (and therefore SeaBIOS), but am willing to settle (begrudgingly) for Win10 on OVMF.

I have tried both OSes with both GPUs set as passthrough.  I have had only marginal success.  Only once when I was on Win7 on the APU did I get any output to the TV. Then, after a reboot, it failed to give me output again. When I am getting the "black screen," my TV shows "no signal," so it's not that the video card is sending a black image, but that it's not sending anything.

I have used this TV on this exact same hardware before moving to UnRAID, so the hardware is compatible.

Nothing seems to work. I plan to use this hardware for light gaming and retro gaming.

Can you help me figure out what I'm doing wrong?

Nothing?  Giving this a bump.  I would figure this would be the place to ask this question.  Lots of views, but no replies.  

Have I erred?  I searched the forum, but didn't find very good tips.  Saw people talking about GPU Bios, do I need to do something with that?

3 places to start: Don't try to use vnc with gpu on windows VMs. Not sure if you are or not. Check the bios of your server and make sure that graphics are set to to the correct slot/card. You may need to swap the cards slots unless it is onboard graphics (I couldn't locate your board number info online to determine if the r7 is onboard.)

 

As a test, try creating an ubuntu vm without the install disc and assigning your gpu. It should still output the vm bios on the screen. This will help determine if it i a windows issue or a server issue.
