SSH/SFTP for non-root users?

So is there any way to permit SSH access to the server for non-root users?

 

I'm trying out a backup program that allows SFTP connections, but when using root and storing the data on a user share, the user can't actually access the data after its written. I thought it might work if that user could access the location via SFTP rather than root.

 

Thoughts?
