Error when starting VM (passing through dual nic)

Hi. When I try and start a VM I get the following error.

I'm attempting to pass my dual nic pci card, I have a GEN8 microserver iommu and hvm enabled (vt-d etc)

The dual nic is in its own IOMMU but with other stuff:

IOMMU group 1

Error message:

any help would be grateful?

(hint: step one is enabling acs override to see if it corrects the issue. you can look at the thread link in my signature for common hp troublesho0ting steps.)
