My dual Xeon 2670 never reach full turbo

Hi gang, 

 

This issue has been plaguing me for months now and decided to dedicate some time to fix it; however I've reached a dead end. 

 

My two xeon 2670s are only reach 2.6Ghz, never reaching the  turbo speed of 3.3ghz. I've assigned the cores properly; I have even limited test VMs to only 4 cores (8 threads). Nothing boosts it. Can you help?

 

My specs are:

 

Asus Z9PE D8

2 X 2670 V1

32GB DDR3 

2 X GTX 780
