I am putting this system together and it turns on after a CMOS reset but that seems to be the end of it. There are no beep codes and it doesn't post video. I'm not sure where I can even start troubleshooting since this is all from used ebay parts and I'm not sure if I have bad hardware or if there is a setting somewhere that is stopping my progress.

I'd start by breaking the problem into smaller parts. Test the RAM in another computer. Replace the battery and reset the CMOS to factory settings. Check for any misplaced links, such as the Clear CMOS one, if present. See if it will POST with one CPU. Try a different power supply.
