RATE-LIMIT on notifications

A rate-limit on the number of notifications that can be sent.  An absolute limit per/hour or per/event.

 

Background:  My server is configured to text me when a situation arises, but I was recently bombarded with about 80 texts when one of my dockers was going awry.  At the time, there was nothing I could do but suffer thru the continual notifications until I could get to a computer.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
