High-water does not seem to work for me

Hi, i have enabled the high-water allocation method and it's been on since the beginning. I have 1 parity drive and 3 data drives but only the first seem to be getting data on it since some time back. I only have User shares and no disk shares.

Is there something i can do or is everything working as intended or?
